It's the man who was hanged in the backyard of the Whirling-In-Rags hostel. Starting the task
The task begins when Kim takes a photo of the victim's body, which is covered with strange tattoos - this is part of a larger task: Inspect victim's body.
Conversation with Joyce
The first person to give you valuable information about the mercenary's tattoos will be Joyce Messier. As a reminder, you will find Joyce on her yacht - it w will be moored either west of the apartment building or next to a fishing village.
The woman will say that tattoos are a kind of map. Unfortunately, she won't be able to explain their full meaning. If you pass the Logic skill check, Joyce can point you to the Scab Leader as a person associated with lynching and suitable for an interrogation.
Joyce will only give you the answer if you show her your badge (Find your badge task) or complete the Jam Mystery side quest for her.
Conversation with the Scab Leader
If you find out about the Scab Leader, you will find him at the entrance to the harbor, northwest of Whirling-In-Rags. The man is dressed in green.
This meeting is connected to a minor task: Ask Scab Leader about tattoos. He won't tell you anything that would enable you to complete the main task though.
Conversation with Klaasje
The most important person to question about the tattoos is Klaasje. She can be found on the balcony on the top floor of Whirling-in-Rags and you can only get there after progressing in the story.
In the course of the later Question Klaasje about the dead man task, you can ask Klaasje to explain the meaning of the tattoos to you. The mercenary had a map of his life tattooed on his body - places he visited as a soldier. The conversation with Klaasje will complete this task. You will receive 30 XP for completing it.
