Unlocking the task

To start the quest you need to talk to the mysterious smoker who can be found on the balcony of the apartment building located in the second part of the courtyard behind Whirling-in-Rags hotel. This is north from the hanged man crime scene.

You can enter the northern courtyard by circling it from the west (from the water side). Find an alley going east between the buildings from the screenshot.

Reach the balcony and talk to the smoker found there. You'll find out that you're not the first to ask him about the hanged man - a muscular guy came to him and asked the exact same thing. Pass a Suggestion skill check to get the smoker to agree to another conversation.

Entering apartment building

Before you part ways, smoker will point his finger to a stone before the building door. Look under it to find Key to Apartment Building.

If you've failed the skill check and weren't pointed to the location of the key, you can optionally enter the apartment building via the north-western door. There you'll find a red door from the screenshot (north-east from Joyce's yacht). Talk with the old lady through the door. Alternatively, you can talk to Cuno at the crime scene.

Finding smoker's apartment

After finding yourself inside the apartment building, you'll encounter an old woman sweeping the corridor. Talking to her will allow you to determine that the apartment you're looking for is #28.

Enter the right balcony and reach the upper left door from the screenshot - this is apartment #28.

Talking to smoker and ending the task

After knocking on the door, you won't receive an answer and according to Kim's suggestion, return to the apartment on one of the subsequent days after 9:00 pm.

Smoker won't help you with the investigation, but will direct you to his friend, initiating a new task - Interview the Sunday Friend - we described it on a separate page of the guide. You will receive 70 XP.
