WebGPURenderer: Add Anisotropy Support & Resolve Scissor Issues in WebGL Backend #27609

This PR introduces enhancements to anisotropy support in the WebGPURenderer and addresses specific issues related to the scissor function in the WebGL backend.

Made an example in order to improve tests:
